Public input and involvement are fundamental aspects of the Environmental Impact Statement/ Overseas Environmental Impact Statement (EIS/OEIS) development process under the National Environmental Policy Act (NEPA).
During the 2019 scoping period, the public was invited to attend open house scoping meetings to learn more about the Navy’s proposal for the disposal of the decommissioned, defueled ex-Enterprise (CVN 65) and its associated naval reactor plants. The meetings provided the public with the opportunity to ask questions of Navy representatives and to submit comments on the scope of the EIS/OEIS, viable alternatives, and specific environmental topics for consideration.
Due to federal and state guidance and measures put in place in response to COVID-19, the Navy was unable to hold an in-person public scoping meeting in Mobile, Alabama in August 2020. The Navy responded to emailed questions to assist the public in determining whether to submit a formal comment.
